Not seeing "TOC?" icon when unable to order TOC by selected value (such as chapter label) and chapter is in status "Published"

Extension to current behaviour
If BCMS cannot order a component according to a selected TOC order value, it should display a red TOC? icon to alert the user to address the issue. This should also apply to components in "Published" status.
Current behaviour
BCMS is not displaying a red TOC? icon if it cannot order a component according to a selected TOC order value, when in "Published" status.
Steps to reproduce
- Go to: https://ncbi.cloud68.co/organizations/32d78686-4b9a-46af-b52a-f5d0c4052177/bookmanager/b69258e0-272d-4cad-99eb-bded47be6915/
- Go to settings - see it is set to order by chapter label -
- Go to Book Manager page - see that none of the chapter components have chapter labels, but none have a red TOC? icon as expected

QA Steps
- Create a Word chapter processed book
- Select ordering based on chapter number for the settings
- Upload the files as following: section.docx, section.xml and submit or reload preview.
- When status previewing the (TOC?) icon should be visible
- Publish this chapter. When status Published, the red TOC? icon should still be there
This same scenario can apply for other chapter workflows, and other types of ordering. The testing can start also on existing books which have book components on status previewing and the TOC? icon, by publishing those. Example on ncbi dev here
