Templates lazy query

Yannis Barlas requested to merge templates-lazy-query into develop

If there are any custom templates, we fetch them live from the domain service.
This however, resulted in a (pretty long lasting) loader the first time you went to the organization page, even if you had no intention of doing anything with the templates.

This MR moves the loader (and the loading time) further down, so that you only wait when you click on the templates tab.
