Imports Paged.js via rollup bundling a browser.js script
Updates to latest pdf-lib
Fix outlines to work with new pdf-lib version
Wait for network idle before processing pdf
Only check request if needed (allow or block lists passed to the cli)
Update to latest puppeteer@14.3.0
