Counter reset footnote, page, etc. breaks everything

In the counter reset specs file, we can see that, to reset the footnote number, you need to reset the page number like this:

counter-reset: page 1 footnote;

but most of the user will not have that information, as they would assume that the counter-reset should only touch what we reset, ie counter-reset: footnote 1.

What options do we have to have working multiple page reset?
