Add function to add a collection

Tamlyn Rhodes requested to merge add-collection into master

One thing led to another and I ended up making quite a few changes. Let me know if you'd rather I unpick them into separate MRs.

  • Do not check for DB existence before adding a user or collection
  • Do not regenerate secret if it already exists
  • Fix loading of validations
  • Refactor tests
