Update pubsweet-server dependency and move to peerDependencies

Alf Eaton requested to merge peer-dependency into master

I think this makes sense… unlike pubsweet and pubsweet-component-form-login, which are only used in tests so stay in devDependencies, pubsweet-server is used in the production code.
