Improve test coverage

Tamlyn Rhodes requested to merge yld/pubsweet-client:test-coverage into master

Increase test coverage of actions and reducers to 99.5% (easier now we're mocking the server interactions). But this is a lie because Jest is configured to ignore everything else. Real coverage is about 60%.
