Add app directory to babel-includes

Aanand Prasad requested to merge aanand/pubsweet-starter:add-app-to-babel-includes into master

Without this, attempting a pubsweet start or pubsweet build on a fresh app results in the following error message:

$ pubsweet start
    ...truncated output...

    ERROR in ./app/app.js
    Module parse failed: Unexpected token (18:2)
    You may need an appropriate loader to handle this file type.
