WIP: Add discussed elements to main proposal, and create extended eLife and EPMC versions.

The extensions for eLife and EPMC could be incorporated into the main proposal (with many elements optional) depending on whether elements are needed by other groups.

The eLife extension is incomplete—more information needed about some elements.
