Test Submission Wizard - Create Submission & select/input citation

Test "Citation" step

1. Create/log in with a non-admin account
2. Click "Create submission"
3. Search for citation - see acceptance criteria in #4 (closed), #78 (closed) and #98 (closed) for new design elements
   • Try selecting a citation already in PMC (a good search for this is "Automated blood")
   • Try selecting another submission
   • Try entering a submission manually (by clicking "Manuscript not in results?"

Once you have selected or entered a citation, you should be able to leave this submission and return to it. In all other steps data is autosaved. Continues in #44 (closed)
