Test "Funding" step

See #6 (closed) for acceptance criteria, #78 (closed) and #111 (closed) for new design elements

  1. Open submission in progress/start submission and click "Next >" after uploading files
  2. Search for grant
  3. Select/remove grants
  4. Select embargo date

You should not be able to continue (click "Next >") without at least one grant selected.
