feat(crossref): enable publishing articles to Crossref

Enable publishing articles to Crossref #402 (closed). Also contains some initial work towards #471 (closed), decoupling hypothesis publishing from INSTANCE_NAME. Also, removed a directory of kubernetes helm-related files, since we no longer have any instances using kubernetes. Added the (very minimal!) beginnings of a unit test suite.
