remove xpub packages folders and use npm

BREAKING CHANGE: whole setup must be redone

To avoid issue with incompatible versions of react-dom

Remove "pubsweet-component-xpub-authentication"
Temporarily add react-router-redux@5.0.0-alpha.9 to the workspace root to fix a dependency issue which should be resolved when we update to pubsweet-client>2.0.0

* Upgrade pubsweet, pubsweet-client and pubsweet-server
* Upgrade webpack etc
* Move to separate client config

* Import from react-router-dom
* Use withRouter
* Remove react-router-redux
* Replace AuthenticatedPage with PrivateRoute

Move webpack configs to a single location, in xpub-styleguide.
Use localIdentName to add module and original class names to the class name.
